Unreasonable that Thurlton should be subject to these allocations when adjoining parish of Norton Subcourse fails to take share of reasonable development.
We ask the LPA to re-consider site SN0309 in Norton Subcourse as infill development and as a suitable alternative to SN0149. Site is accessible, continues linear nature of village, is not close to the listed church, does not constitute a 'breakout' into the countryside, does not require the felling of trees and would not impact wildlife. Any loss of hedging for access would be mitigated by re-planting. Also flexibility in size, scale and numbers.

We ask the LPA to reconsider site SN0309 as infill development for the village of Norton Subcourse and therefore, as a suitable alternative site to SN0149.
We ask officers to be mindful of the legal obligation to consider fully alternative sites as to building in the countryside.

• The village does not require further housing
• The proposal to squeeze 15 houses into an extremely small site is flawed
• Highways access is problematic, as highlighted in previous applications on the site 2018/2593 & 2018/2594.
• Protection of the wildlife habitats, trees and the pond are given priority.
• For the proposed target of 15 houses this is a significant risk accessing the Beccles Road.
• Access to the site via Sandy Lane to the South should not be permitted.
• Any development on this site MUST be sympathetic to the properties bordering the site

The Parish Council wish to the following in relation to this site
• at present, the village does not require further housing
• The Parish Council wish to state that the proposal to squeeze 15 houses into an extremely small and problematic site is, in our opinion, flawed and should be removed from consideration.
• The Highways access is also problematic, as highlighted in previous applications on the site 2018/2593 & 2018/2594. In both cases Highways raised significant concerns about the standard of roadway through the development and the access to Beccles Road. In light of these the Parish Council ask that all 8 of the comments/ recommendations from highways are considered again.
• The Parish Council wish to state that, should the site be taken forward, the protection of the wildlife habitats, trees and the pond are given priority. This area is a bio-diverse environment and should be maintained as such
• The Parish Council are extremely concerned with the access for the proposed site, based on the allocation. As highlighted the site slopes downwards East to South-West, meaning the access to Beccles Road will be also be sloped. For the proposed target of 15 houses (~30 cars) this is a significant risk accessing the Beccles Road. We also agree with highways that access to the site via Sandy Lane to the South should not be permitted.
• The Parish Council stress that should the site be taken forward any development on this site MUST be sympathetic to the existing properties already bordering the proposed location

The Lower Part of this site is likely to need PUMPED SEWERAGE.
Given the proximity of the adjacent watercourse and the possibility of pumping failure leading to contamination of said watercourse, I think that dwellings on the lower part of the site should NOT BE ALLOWED.
Additionally, given the water levels near to my home in 1953 and 1908, the lower part of this site is liable to flooding.
I have no objections to dwellings on the higher part of the site.

Representation Summary:

The two sites in Thurlton would result in an estimated population of approximately 64 new residents. Thurlton Primary School has a PAN of 15. There is unlikely to be sufficient capacity available to cater for the increased population locally. In addition, it is worth noting that nearby Haddiscoe has been selected for an allocation of 35 dwellings. As Haddiscoe does not have its own primary school, the closest school is Thurlton, which will add a further drain on school capacity. The need to travel approximately 3.5 kilometres to the nearest primary school will inevitably put further pressure on local infrastructure, especially the highways network, due to additional vehicle movements.
