Though we agree with the village being expanded this particular piece of land is not suitable for 20 houses.
As it has been left to grow wild it inhabits lots of wild animals including bats.
Plus the effect the 20 houses will have on the villages already struggling drainage etc is likely to cause even more issues.
Plus I feel it is unfair for 20 houses to be put behind bungalows as this will devalue their homes and are not like for like. The village neighbourhood plan strives to keep the village like for like and this should be considered.

I think the type of houses and volume of houses need to be carefully considered.
All the homes these properties will back onto are bungalows.
My business is in a cabin at the bottom of my garden. As it is a massage business clients need to feel safe calm and private, not over looked. It’s one of the things my clients come for.
If bungalows were to be put on the land and less of them then our objection to the proposed plans would be less.
No where else in the village is over looked both front and back of their homes. It’s part of Tivetshalls charm and why many have moved here and want to move here.

I think its the wrong site and not appropriate for dwellings to be built there
Access to and from the site in not reasonable and very dangerous and its not suitable

The issue with the environment and local wildlife habitat being destroyed is a worry

20 new homes is too many and will seriously impact on already low water pressure, which affects properties in The Street.
The increase in traffic entering and leaving the site would likely mean an increase of 40 vehicles. This increase in traffic would represent a danger to all road users, including residents accessing their properties who live on the blind bends along Rectory Road.
The new properties must reflect the character and form of neighbouring bungalows to protect the privacy of existing properties.
The site is not in keeping with the linear rural nature of existing properties.

New properties should be bungalows and not overlook existing properties, with sufficient green space between new and existing properties to protect residential amenity. Reduce the number of properties.
Where the road width allows a footpath should be constructed between the site and the school.

Form & character: should be noted that there is large playing field with play equipment next to village hall. Also village pond upgrade in 2023.
Settlement limit: the changes will have immediate effect on linear style of village. Preference of the Neighbourhood Plan team was 3 smaller sites, rather than one larger site proposed by VCHAP. PC disappointed that NCC Environment Officer did not recommend any of village trees to be suitable for Preservation Orders.
Site allocations: no through village bus service. Bus stops on A140, more than mile from proposed site.
Village linear characteristic: proposed development will result in all properties on south of Mill Rd and 10 bungalows to west of The Street losing their only open view of countryside. Linear characteristic of village should be retained, in line with adopted NP.
Partial site development: serious concern that development of half original proposed site will in future lead to phase 2, which would pose major roadway safety issues.
Neighbourhood Plan Tiv 1: this proposal is not in conformity with policy Tiv1 of the NP (in terms of respecting the form, character and setting of the established pattern of development. The proposal also contradicts NP as regards privacy and open views.

Representation Summary:

There is a mismatch between the allocation size for the village (20) and the PAN for the primary school which is just 7.
As part of the site assessment process, several on-site constraints were recognised. Concerns were raised by County Highways regarding the capacity of the local road network, as well as the lack of existing footpath provision, which would result in an increased use of unsustainable transport modes, which is contrary to the VCHAP’s sustainability objectives. County Highways go on to state that: “there is no possibility of creating suitable access to the site”.
Highways Concerns extend to pedestrian safety, specifically regarding access and connections between the site and existing area. The potential for the land to be contaminated by previous uses has also been
acknowledged. The presence of a nearby non-designated heritage asset was also raised as an
area of concern. The significant on-site constraints, as identified above, have previously led to unsuccessful applications on the site.
