South Norfolk Village Clusters Housing Allocations Plan (Reg. 19 Pre-submission Draft)

Respondent: Mr John Botly

Legally compliant? No

Sound? No

Duty to co-operate? No

Representation Summary:

The village of Wicklewood cannot sustain the building of 30 houses on the proposed site next to the school and village sign. Such a build would destroy the outstanding views from Hackford Road. Such a number of new houses would dramatically change the dynamics of the village where we have one pub and no other services.

Change suggested by respondent:

this proposal needs to be removed from the Wicklewood Village cluster plan.

Respondent: Mr Chris Baines

Legally compliant? No

Sound? No

Duty to co-operate? Yes

Representation Summary:

A development of this size is too big for Wicklewood where we have one pub, no shop, no post office and no real employment opportunities. It would destroy the rural nature of the village. I find it worrying that the document prepared by SNDC for this allocation contains so many inaccuracies together with the deliberate removal of important comments in the Form & Character section between reg 18 & reg 19.

Change suggested by respondent:

Remove this allocation and replace with smaller infill allocations.

Representation Summary:

Regulation 18 draft states
'Church Lane and Low St are located on the north-facing slope of a valley, and the dwellings here and on Hackford Road and Wymondham Road benefit from extensive views of the surrounding countryside.'
'Hackford Rd and Wymondham Road extensive countryside views' have been taken out of Regulation 19 draft , these open extensive views will be lost with the proposed plan. Previous assessments of this area also support the far reaching open views.

Change suggested by respondent:

I would like to object to the proposed plan in that it ignores the previous findings stated above and to include the omitted 'loss of the extensive views of the surrounding countryside, ' for Hackford and Wymondham Roads.
Regulation 18 draft states it considered an alternative scheme on a smaller parcel of land would be the most appropriate option in this location and yet this was rejected in the new plan.

Respondent: ESCO Developments Ltd

Agent: Brown and Co

Representation Summary:

The proposed development would make a positive contribution to the provision of market and affordable housing in the area. The proposal would also add to the range of housing sites available in the locality, providing flexibility and a wider choice of development opportunities to the market, and thus strengthening the local supply of housing land. By providing sufficient land of the right type in the right place to support growth, the development would address the economic dimension of sustainable development, as defined in the NPPF.
We consider this form of development should be considered as part of the draft allocation for this village, led by the green credentials of the locality, given its close proximity to the school. It would result in tangible benefits for the community and provide housing in a holistic and sustainable way in order to create a vibrant and resilient community.

Change suggested by respondent:

We agree with the allocation of the site. However, we believe an additional policy element should be added to allow for an extension to the proposed boundary to allow for a more comprehensive area of tree belt and open space to the south and west of the site.

Respondent: Anglian Water Services

Representation Summary:

Anglian Water agrees with the approach taken regarding the site allocation policies for Wicklewood where matters regarding cumulative/in-combination effects with the development identified in the GNLP may require the phasing of development beyond the early years of the plan, are addressed in the supporting text and therefore a policy requirement is not considered necessary.
