ALL vehicular routes into Alpington/Yelverton are mainly single track roads with occasional passing points, most of which are unsurfaced and caused by vehicles running on the verges and causing damage. Consequently, the highways are not fit for purpose for the current traffic counts, let alone with increased volumes. Further development and more traffic volumes will have a detrimental effect on the character of the village and affect the safety of pedestrians since the footpath network only covers a very limited section of the roads.

The roads from the villages either to the A146 to Norwich or Loddon or to the B1332 to Poringland or Brooke are in the main single track and utmost care must be taking whilst using them to avoid a collision (this is especially true of the roads to reach the B1332. It has numerous blind bends and limited passing places (by which by definition are vehicle made passing places created from the banking). It is unreasonable to suggest there are good links to the services in Poringland. New householders will register with Poringland doctor's surgeries increasing traffic on these lanes.

Recognise that the VCHAP is a flawed plan for Alpington and Yelverton. They are not suitable for any further new developments given the rural lanes that need to be navigated both on the approach and through the village once you leave the A146 or the B1332 .

Due to the lack of adequate bus services from the Village to both Norwich and Poringland most journeys for work , secondary education and healthcare will be by private vehicles. All roads leading into Alpington, Yelverton and Bergh Apton are at various places single lane with informal passing places. There are very few footpaths so that pedestrians have to walk on the roads. Road condition and safety already suffers due to the number of vehicle journeys to and from the A146 and an increase of 25 households in Alpington will exacerbate this.

Reduce the number of proposed housing in the Village Cluster. Make improvements to the roads and footpaths.

All roads in and out of Alpington are single track either in entirety or predominantly. These access roads are already heavily used. Based upon SAM2 speed camera data collected by the Parish Council, it is a matter of record that there are 29,000 vehicle movements per month on Church Road. There are no footpaths through Yelverton and the PC has for many years sought Highways assistance to improve road safety for pedestrians, but still we have no protected route.
There is a limited bus service to Norwich and Loddon and none to Bungay or Poringland.

Representation Summary:

The B1332 does not lie 'immediately to the west of the parish'. It is 2 kilometres from the boundary, and two-and-a- half kilometres from the centre of the village along largely single track roads with no footpaths until Poringland. There are no 'good links' to services in Poringland, and no bus service on those routes. The bus route through the village goes to Norwich. The 'nucleated' estate development is not 'nucleated' in the landscape sense, which implies gathering round a centre. The estates do not interconnect, and do not provide any centre to the village.

Change suggested by respondent:

The plan cannot be sound if the descriptions on which it is based are inaccurate.
The correct distance to Poringland should be specified numerically, as the distance to the A146 is, and the phrase 'good link' should be replaced with 'access by car'.
The reference to 'good link' to Loddon on the A146 should again specify 'by car'. There is no bus stop nearer than Highways Garden Centre, which requires a dangerous walk along the A146.
The reference to 'nucleated' should be replaced by 'concentrated'.
