South Norfolk Village Clusters Housing Allocations Plan (Reg. 19 Pre-submission Draft)

Respondent: Mr Andrew Cullum

Representation Summary:

I am concerned that the village settlement limit can be varied by SNC to accommodate up to 25 new houses. Rockland is a linear style village and should remain so .The expansion to accommodate the recently built Eel Catchers Close and the proposed new builds that will once again need the settlement limit to be changed thereby moving the tight boundaries that have kept the village in its linear form.

Change suggested by respondent:

Rockland has had sufficient new building in the recent past (Eel Catchers Close (ECC), Bee Orchid Way (BOW) and various infills) and has reached the stage where further development should be halted. 25 new houses on an estate just round the corner from two other estates will increase the number of vehicle movements on a crowded road unacceptably.

Representation Summary:

The existing houses at Eel Catcher Close were built under a Section 106 agreement for the benefit of local people. Any new housing in this area would involve extending the settlement boundary.
Rockland St Mary has already had several parcels of new housing. 25 houses on this land would involve an excessive increase in traffic through the village. The entrance to the site will be located on an area of road already considered dangerous.
The development would be out of character with linear development creating a block of houses.
Detrimental to the rural feel of the village and landsape.

Change suggested by respondent:

If there must be development in this area it should be reduced in size and continue the linear development of Eel Catcher Close.

Representation Summary:

There is no support for the suggested extension to the settlement limit. The two developments proposed expand beyond the settlement limit and depart from the natural linear development.

Change suggested by respondent:

Provide further details for the proposed settlment limit extension.

Representation Summary:

The settlement limit does not seem to be a 'limit' at all. It changes to accommodate new housing developments. If either of these sites are accepted I am concerned it will set a precedent for further 'back' development on agricultural land compromising Rockland's character and rural quality.

Change suggested by respondent:
