Respondent: Mrs Janet Rogers

Representation Summary:

The additional footpath next to the Old Hall Barn would be of no real benefit and end on the road with no footpath other than that on the North side of The Street.

Change suggested by respondent:

Delete the mention of this footpath/cycleway.

Representation Summary:

The access to the site has restricted view due to bends, trees and hill crest. The safe access and egress of potentially 50 vehicle movements a day puts the risk of accident very high. The existing entrance to Eel Catcher Close has resulted in accidents and many near misses. Alternative planning in the location has been refused due to the safety of vehicular access and movements. A footpath has similar implications compounded by the need to cross to join a footpath into the village.

Change suggested by respondent:

No access from New Inn Hill or The Street

Representation Summary:

The Old Hall Barn is a listed building. This dictates that the footpath must be at least a metre from the boundary. There is no benefit from introducing the footpath which would end at the highway with the nearest footpath on the opposite side of the road.

Change suggested by respondent:

Removal of the plans for the footpath.

Representation Summary:

Vehicle access to the site needs to consider road safety. Up to 40% of the traffic (SAM2 data for 2022) entering and leaving the village is exceeding the speed limit in this area. Increasing housing density in this area will increase road traffic throughout the village and put more pressure on parking spaces around the shop and school as more parents drop and pick up their children.

Existing footpaths are narrow and difficult for two or more people to pass each other without stepping into the road. The informal footpath, created during Covid, should not be kept.

Change suggested by respondent:

Has access for agricultural vehicles been considered?

Use and routes of existing footpaths should be reconsidered. Current crossing point on New Inn Hill is on a blind bend.

Representation Summary:

Access to the proposed site at a very dangerous stretch of road close to junctions with Green
Lane and Eel Catcher Close Three accidents in last twelve months have been recorded.. Amber listing for the Highways safety is far to low.
The proposed route of the pathway to the back of Eel catcher close, would intrude on the very short gardens and therefore privacy of the residents. The pathway would open onto The Street where there is no pavement at all on that side where the road is very narrow and is on a
blind corner.

Change suggested by respondent:

This plan needs to be abandoned. There is no way to access the site safely. The footpath would destroy privacy and would be pointless as no pavement where it emerges and a mile from the village amenities.

Representation Summary:

This is from the on site report enclosed:NCC Highways – Red. Satisfactory
access likely to require significant
removal of mature hedge and affect
substantial trees. Site remote from
local facilities with poor standard
footway, little if no scope for
improvement to satisfactory
standard. Outside village boundary. Site remote from
local facilities with poor standard
footway, little if no scope for
improvement to satisfactory
standard.

Change suggested by respondent:

There are TWO considerations from the Highways dept and one is amber the other red. The road is very dangerous at this end of the village where traffic is much faster, therefore this development should be stopped.

Any exit onto New Inn Hill will be dangerous as visibilty is restricted by the gradient and bend of the road. Also vehicles, especilly delivery vans tend to go over the speed limit down the hill.

Change suggested by respondent:

No housing
