The Roydon allocation of site DDNP06 was conducted undemocratically.
A minimum housing requirement of 25 homes for the Burston, Shimpling and Gissing cluster, 25 homes in the Roydon Cluster and 50 homes in the Scole Cluster is identified in this Plan. This reflects the proposed allocation within the submitted Diss and District Neighbourhood Plan. In Roydon the unsuitable site (GNLP0526) was first put forward by the DDNP Steering Group. On rejection Roydon Parish Council commissioned a second residents’ survey on an assumed pretext that 25 homes were ‘non-negotiable’ from the GNLP process. This subsequently led to the site DDNP06 being offered by a developer. Thus, the specific site has been proposed not by residents, but by misguided coercion, irrespective of any allocation 25 homes in Roydon that might eventually contribute to the GNLP requirement for the South Norfolk Village Clusters. Other sites within Roydon Parish have been included within allocations to Diss (including Roydon).

Please note an inadvertent error in identifying a site specified as DDNP06 in my earlier comments on paragraph 30.4. That should have read DDNP8.
