Representation Summary:

Development of the green field site north of Brooke Road with 20 or more dwellings would be hugely detrimental to the character of Seething village and impair views across open farmland. Furthermore, a 20+ dwelling development at this site necessitates that this would not be linear single property depth and does not therefore meet our previously agreed criteria for any further village development. We also express significant concern regarding highways/traffic impact on a dangerous corner. Finally, such a development would not strictly be infill; Seething Old Hall Park is not acknowledged within the settlement limit.

The proposed allocation is supported. However, the suggested site area (1.25 hectares) is incorrect. The actual proposed area of land available for residential development (north of Brooke Road) is approximately 0.75 hectares. It is unlikely that 20 dwellings can be accommodated on the proposed allocation and the number of units will be significantly less. If 20 dwellings are required, the allocation should revert to the original ‘call for sites’ submission and include land to north of the Cart Shed/Church Farm House. A sensitive scheme incorporated this land that respects the non-designated heritage asset and Conservation Area setting is considered possible.

Representation Summary:

1) The proposed development site adjoins conservation land and any development of that area runs counter to SNDC's own planning policy in respect of the area and wider national policies in this regard (see extract of planning policy below in italics)
2) Dwellings on this site would be hugely detrimental to the character of Seething village and would significantly impair views across open farmland.
3) There are significant traffic issues concerning a very busy corner on which the proposal would sit. This bend leads to the local school where many parents and visitors are regularly picking up or dropping off their children and there are no footpaths. Parents often park their cars on the approach to the bend. Large vehicles dropping off supplies to the school often do the same, so the increase in traffic that this development would obviously create will hugely exacerbate the likelihood of accidents, noise levels and environmental pollution.
4) In regard to 3) above we note that NCC Highways department have expressed related concerns in respect of traffic (shown in the site assessment document)
5) The proposal would run counter to and take away from the current linear nature of dwellings in the village
Furthermore, the basis on which the application is submitted is to create homes for those in greatest need, but there are no policies or measures which will ensure that those most in housing need will actually have access to the houses built.

I object to the proposal.

The development is not consistent with the rural, edge of village location, particularly with its close proximity to the Conservation Area.

SNDC would not be observing its own duty of care to protect the character of villages and their settings and avoid harm to the area’s open and rural appearance.

I am concerned that the proposal does not meet the provisos of mains water constraints.

It would require extensive alteration and upgrading of the layout of Brooke Road which would “urbanise its rural character” and even so would not guarantee safe and convenient access.

Representation Summary:

1 The SN0405 proposal would have an exceptionally undermining effect upon the integrity of the Seething Conservation Area due to its adjacency to its boundary at its narrowest point.

2 The proposal is specifically out of character with the linear street village layout at Seething, with its currently and historically defined density and distribution almost entirely limited to one plot depth along its length. A development of twenty new houses at the SN0405 site represents a growth in buildings development of the village similar to an extension of the linear street from Church Farm to the War Memorial end of School Road. Comparably, it is a very large development - and its layout bears no resemblance to that which SNDC has already identified as Seething’s ‘historic grain’.

3 Since the current dwellings on Brooke Road are not on the mains drainage supply, I am unsure how the proposal could be facilitated to the basic modern standard of mains drainage without a highly interventionist plan for supplying it. Therefore I am concerned that the proposal does not meet the provisos of mains water constraints.


4 I note that the NCC Highways Department has expressed specific concerns regarding traffic and highway safety, and I support these observations.

5 I have read the objections lodged by the Parish Council in regard to the proposal and I unreservedly support them. The Parish Council’s opinion is key to any planning decisions taken locally and their views should not be overlooked or ignored.

The findings of the HIA should inform whether the site is allocated and if it is, the policy criterion including any mitigation and enhancement.

Green no major ecological constraints identified from desk-top search. Surveys, and biodiversity enhancement in accordance with policy required.
Allocation split between two agricultural fields, northern edge of village. (Prow offsite site through Church Farm yard). Site in amber habitat zone for great crested newts and residential development not identified as a trigger for consultation with Natural England. Applications for planning consent should be accompanied by a Preliminary Ecological Appraisal/Ecological Impact Assessment (EcIA) which, together with the mitigation hierarchy, should inform the design. Consideration should be given to delivering Biodiversity Net Gain.
