South Norfolk Village Clusters Housing Allocations Plan (Reg. 18 Draft)

Received: 20/07/2021

Respondent: Miss Maria Sutherland

Representation Summary:

I do not believe there to be adequate access to the preferred site in respect of visibility splay across neighbouring properties entrances. Particularly to the north with the potential for the current owner to restrict visibility either temporarily or permanently.
Traffic would increase by 200% via a small throughway which is sandwiched between two other properties entrances/driveways.
Access to the site is not substantial and safe for the increase of traffic from the added 8 properties.

Respondent: Thurlton Parish Council

Representation Summary:

We do NOT support the preferred site for development.
Access to this site would be via the existing site (of 7 not-yet-built Properties ), increasing traffic flow onto Beccles Road which has already seen an increase after the Blacksmiths Gardens development was completed.
The proposed density, of 15 houses +7 with permission, would create a mini-estate of similar proportions to the new Blacksmiths Gardens (under GNLP) but situated on a site a fraction of the size. The proposed site is on a hill which sits around 3-4 metres above the surrounding homes.

Representation Summary:

Site SN0149 is in a sustainable location with services and facilities available in the local area, the land is immediately available, and the owner is committed to the development of the site

Based on the above we have drafted an indicative site plan which concluded that the proposed site (SN0149) and approved site (2016/2904) could be developed for in the region of 15 dwellings as enclosed.

SN0149 - Land Adjacent to Holly Cottage, Thurlton
We support the draft preferred site allocation for this site which has no specific site constraints that cannot be incorporated into the development i.e. adoptable access road and is therefore entirely deliverable. A high quality development will be progressed for this land comprising a range of house styles with a concept plan prepared for the site confirming a development can be accommodated together with appropriate accesses onto Beccles Road with pavement running along the road, complemented by landscaping to the North-East and South-East. The land is immediately available is a viable proposition
