My wife, Deborah and I have recently moved into Little Lodge Staithe Road which is bordered on two sides by your proposed development. After both working in the NHS for many years we wanted to live in a rural environment and would not have bought ther property if we had known a housing estate was going to built next door to ruin the character of the village. The east of the proposed development has had standing water for months during the winter and the village does not have the infrastructure to support further dwellings. We strongly object to the proposal.

The site in question has poor infrastructure in terms of sewage, water and electricity and no access to fibre broadband, despite the information given on the survey. This year alone we have had numerous power cuts and 3 water supply issues. Flooding is common from surface water. There are no street lights so children walking 5k to and from school on roads with no pathways will be in danger during the winter months. Narrow approach roads and the extra cars this would bring will stretch the area considerably.

There are already problems with surface water not draining away without causing flood damage to existing properties .
Any new development can only add to the existing problems.
The current infrastructure can only barely cope now .
NO new development PLEASE unless present and potential new problems addressed .

My husband and I feel the local road network is totally unsuitable for 12 further houses. Staithe road is already very busy with cars and holiday traffic going to the river centre plus many tractors and heavy farm machinery. There is no footpath provision in Burgh St Peter and with quite high verges in places it is difficult to safely walk along the local roads. Also there is already a problem with surface water drainage in this area causing gardens to be flooded so further houses would exacerbate this problem. The local infrastructure will not cope with these houses.

Significant ongoing drainage problems.
We are not on mains drainage and ANY development has an impact on the community with regard to water and sewer waste disposal.
The soil is primarily clay which doesn't allow easy dispersal of water and heavy downpours result in flooded and waterlogged areas.
Percolation tests need to be carried out during wetter conditions to give a true picture of the problem.
I accept the Government requirement for more housing but until this area is upgraded onto mains drainage, any further development will be detrimental to the residents here.

My property & my neighbours are subject to flooding, drainage is a real problem, we have flooded many times ,as recently as Xmas. the rain pours down staithe road from the crossroads, the ditches can't cope & once filled the rain pours down mill road causing flooding there, our water can't get away & we flood. We had to build a large pond as a sump. Neighbours have had the expense of replacing sewage pumps because of being under water. Water pouring off of driveways & roofs is going to make flooding more frequent. Also impact on owls & wildlife

An old established hedgerow shouldn't being ripped out that is full of birds at a time when they are in decline & we are supposed to be re-wilding. Barn Owls regularly hunt in the field. This field is prone to flooding & the slope of the road makes rain pour down the road by passing the ditch near the play park once it is full. some of us regularly flood & this is becoming more frequent. I don't see how we can cope with the run off from more properties. Don't inflict more heartache on us.

All Parish Councillors and all but one of the residents were opposed to this site with the exception of one plot at the east of the site which SNC had already refused. Councillors and residents thought this plot should be permitted.
Reason for not supporting this site:
a) Poor drainage and floods.
b) Highway network and particularly adjacent cross roads are very busy and would struggle to cope with additional traffic.
c) There are no footways or school in the village. Children have to be bused 4 miles to Toft Monks primary school and roads get very congested with parents meeting children.
d) Scenic views across open farmland would be interrupted.

The Environmental Protection Team are not aware of any significant land quality issue with this site or adjacent land. However, having regard to the size of the site and sensitivity of the proposed development it is considered that a Phase One Land Contamination Report (Desk Study) should be required as part of any planning application.

The site is adjacent to a sewage pumping station which has a potential to have a negative impact on the amenity of the residents of any dwellings constructed on the site due to odour. It is therefore considered that this will need to be addressed as part of any application for dwellings on this site. It is recommended that Anglian Water are consulted with regard to their recommended cordon sanitaire for such sites to protect residents.

The site is adjacent to a commercial premises which has a potential to have a negative impact on the amenity of the residents of any dwellings constructed on the site due to noise, etc. It is therefore considered that this will need to be addressed as part of any application for dwellings on this site.

Due to the size of this development and its proximity to existing dwellings, an application to develop this site is likely to attract the recommendation that standard planning condition AM05 Construction Management Plan be attached to any approval. It may be worth highlighting to applicants that to avoid any delay in discharging this condition, they may wish to include a Construction Management Plan with their application. If the submitted Construction Management Plan is adequate, then an alternative condition could be attached to any approval requiring its implementation.

Representation Summary:

Green no major ecological constraints identified from desk-top search. Surveys, and biodiversity enhancement in accordance with policy required.
Agricultural field - hedge on three sides- no other priority habitat onsite but close to deciduous woodland (priority habitat see MAGIC)- losses impacts should be avoided - minimised and, as a last resort, compensated. Site within amber habitat zones for great crested newts. Site in SSSI IRZ, but residential development doesn't trigger consultation with Natural England. Applications for planning consent should be accompanied by a Preliminary Ecological Appraisal/Ecological Impact Assessment (EcIA) which, together with the mitigation hierarchy, should inform the design. Consideration should be given to delivering Biodiversity Net Gain.
