Site has no significant constraints (e.g. environmental/ heritage designations or ownership issues) and is available and achievable for approximately 7 dwellings on approx. 1.7 to 2.3ha.

GNLP sets out minimum requirements, towards which this site could contribute.

The site is well located for services and facilities in Mulbarton (including public transport to Norwich) and could deliver specialist housing to fulfil a local need and/or a mix of housing, including affordable units. The site could be used to fulfil the Council's self build obligations.

The site adjoins recent development in Bracon Ash to the south and southwest and has an extant permission for an access (2018/0487).

Development would not encroach further east and the TPOs could be supplemented to enhance screening.

Landscape appraisal suggests a limited scheme of 7 dwellings with enhanced planting could acceptably mitigate any impacts. Site would be characteristic of the relatively settled nature of the area and would respond to recently permitted development in the vicinity.

Taking into account the above the VCHAP is not positively prepared, justified, effective or consistent with national policy, principally because it does not take account of the potential of this site to deliver self-build housing, or housing for other identified groups.
