The size of the area is larger than National Policy A7 and the location of the site would destroy the visual beauty of the rolling hill landscape. It also does not meet Objective 3 - Protect the character of villages and their settings.

21 houses already built opposite the site and only finished 2 years ago. The village boundary would be breached and there is no other area in the line of houses which stretch for over a mile where there are open views of the river valley. This would be destroyed by the current plan. Eel Catcher close would be enclosed by houses on three sides and a busy road on the other side. No consideration has been given to the impact on the wildlife, heritage, convenants on the land, nor the flood plain issues where run off flood water.
Perhaps just three or four houses end on to New INn Hill that run beside Eel Catcher Close and no behind it. This would be in proportion to the new houses just build in the village in terms of impact.

Only open view with footpaths and land would vanish for villagers use. The area has been refused planning permission before this as it's protected. There is no precedent for housing in this area. The barn which is an ancient building has a covenant that protects the land behind eel catcher sloe. Any buildings behind eel catcher would mean they were the only buildings in the village with no open access behind them. The run off for heavy rain already floods down the hill into the Yare at the bottom where Rockland Dyke is situated.
This plan should be refused. Or maybe 4 or 5 houses could be build beside eel catcher close that would leave open access beside them and to the rear of eel catcher close.
The proposed site is situated on the brow of a hill, 18 metres above sea level, and can be seen for miles around. This is the only open view of the adjoining valley in the village. Views from here extend towards the Yare Valley, overlooking marsh lands, water meadows, RSPB reserves, conservation areas and fields. The view back towards this hilltop would be obstructed and diminished by the new housing development. This is the only aspect from which the previously mentioned listed building can be seen, and currently allows them to be viewed from as far as Buckenham Railway Station.
There is no precedent for housing to be built here and they have been refused twice in previous plans. Eel catcher close was a special exception for social housing and therefore this plan should be refused. There is no space behind these houses in eel catcher close as they have very short gardens and privacy and views would be destroyed. The land behind eel catcher is protected by a covenant from the ancient barn next to the close.

The revised single scheme of 1.47ha is more than the 1ha advised for small and medium villages.
Refer to the NPPF Rural housing, Paragraph 69, (see A.7 in the site appraisal/Reg19 document) which highlights “the importance of small and medium sized sites up to 1 hectare in size”.
