Representation Summary:

The allocation of site VC GIL 1 (Gillingham) is not in line with the NPPF Paragraph 79. Gillingham primary school is operating at capacity and the village has no medical, dental or social care provision. These services are provided in Beccles, which are already running at full capacity or beyond. The road network through Gillingham is also at capacity and the drainage system would need to be upgraded. Development of this site will not allow the village to grow and thrive. Any expansion to the existing village needs to address how these capacity issues are to be met.

Change suggested by respondent:

The Village Clusters Plan needs to clearly set out how capacity issues will be met including services provision and necessary infrastructure improvements. This should not be at some arbitrary point in the future, rather such proposals and plans need to be clearly set out now so that it is clear how these can be delivered alongside any expansion.
