The Parish Council would seek these agreements if the site is allocated against its opposition.
If approved against our objections we would seek the following agreements:-
that the site be restricted to 15 with at least 33% social housing allocated to locally connected residents.
The site should have a set aside communal green area to enhance the estate.
The site would need to need to address the surface water issues that currently effect Spur Road and would only be increased by development.
The site would need to provide provision for a path to link Spur Road to Norwich Road enabling safe foot passage.
The site would need to provide improvement of the highway along the total length of Spur Road, which currently in places allows for single vehicular passing only.
The site and Anglian Water would need to provide sufficient mitigation or assurances that sewerage issues will be addressed for the new and existing properties within the area.

Old maps need to be studied to identify any ponds that have been filled in due to new builds (ie in the last 35 years) and replaced. Using old maps, all ditches, gullys and culverts in the village of Barnham Broom need to be cleared before any build begins, and a commitment made to maintain them every 3 months by the council.

Extensive vegetation to the road frontage should be retained as much as possible when considering access. It will also be important that a landscaped boundary is given to the south-east backing onto the remainder of the field. Development should be designed to be self-contained and not give rise to extended proposals to the south- east. Where boundary vegetation exists this should be retained and enhanced.

Depending upon the outcomes of the archaeological assessment, if the site is considered suitable for allocation, the policy criteria should include the recommendations from the HIA including tree planting along the southern boundary, low density developer to retain rural character, area of open space along eastern boundary to maintain separation between development and Grove Farm, retention of sight line from Grove Farm to Norwich Road and archaeological investigation prior to commencement of development.

Adjacent to water supply and foul drainage networks. There is current capacity at Barnham Broom WRC for small scale growth – however, this may be impacted by cumulative growth from other commitments including the existing proposed allocation VC BB1 within the WRC catchment.
Suggest a policy requirement is included in the policy: “Early engagement with Anglian Water to ensure that there is adequate capacity, or capacity can be made available, in the wastewater network.”

I do not agree with further dwellings in Barnham Broom. The area is prone to flooding, we do not have the infrastructure to support this and it would also negatively impact the village feel of the community.
Many things would have to be addressed I.e. flooding issues, footpaths, schooling, access to GP/dental services which are already over capacity.

3) Education. Please confirm that the local school system is able to accept the additional children to be expected from the new development?

We note that this is a greenfield site outside of the current development boundary. Authorities have a duty under the NERC Act 2006 and the Environment Act 2021 to have regard to the conservation and enhancement of Priority Habitats in their decision making. Hedgerows are listed as a Priority Habitat under the requirements of section 41 of the NERC Act. We recommend that clear and robust policy wording with respect to hedgerows/trees is included in this policy and have suggested some wording.
We note that this is a greenfield site outside of the current development boundary. Also of relevance is: National Planning Policy Framework, (NPPF), 179: ‘-To protect and enhance biodiversity and geodiversity, plans should…62 b) promote the conservation, restoration and enhancement of priority habitats, ecological networks and the protection and recovery of priority species; and identify and pursue opportunities for securing measurable net gains for biodiversity.’
We recommend that clear and robust policy wording with respect to hedgerows/trees is included in this policy, such as the following: ‘The developer of the site will be required to ensure: ‘Protection of the trees and hedges on the site boundaries…’ . In exceptional circumstances only, where the developer has demonstrated that removal of any part of a hedgerow or a tree/s is absolutely unavoidable, then the policy wording should clearly set out high expectations for compensatory planting sited so that the existing ecological connectivity is not reduced. We recommend that policy wording should also require robust compensatory planting (delivering at least 10% Biodiversity Net Gain, regardless of whether the site is exempt from the mandatory national BNG requirements and also maintaining any ecological connectivity that the original habitat provided), include reference to mitigation measures and ideally reflect the updated biodiversity duty required in the 2021 Environment Act to have regard to the enhancement of biodiversity.
