An essential requirement for housing allocation targets must be capacity of local services to support the development before it is approved. Unsubstantiated promises to match service provision to demand after the development has been approved are unacceptable. In the case of Wymondham, as recently as August 2021, SNDC said that in Wicklewood:
“The primary school is operating near or at capacity. Further exploration will be needed to ensure primary school needs can be met.”.
Commitment to funding school expansion to match projected demand should be a pre-condition for making housing allocations.

The Green is not a suitable road to accommodate the increase in traffic. Why only widen the road heading North. What about traffic heading South i.e. to Wymondham College and the A11. The assumption all traffic will only head North is ridiculous.
Major flooding and surface water issues need to be addressed prior to any development in the village.
In the form & character statement for Wicklewood, SNDC has deliberately removed the comments about 'extensive countryside views'. Why? Those views are still there and relevant.

The site is in a rural location and any development has the potential to cause Landscape and Visual Impacts. Boundary treatments to south and west particularly to assimilate the development into the countryside should be considered, as should street frontage important as this is the gateway into the village.

An increase in number of dwellings to 40 from 30 dwellings proposed at Reg. 19
Anglian Water agrees with the approach taken regarding the site allocation policies for Wicklewood in the Reg. 19 VCHAP where matters regarding cumulative/in-combination effects with the development identified in the GNLP may require the phasing of development beyond the early years of the plan, which is addressed in the supporting text and therefore a policy requirement is not considered necessary.
There are assets owned by Anglian Water within or close to the development boundary that may affect the layout of the site. Anglian Water would welcome a policy criterion to state: Early engagement with Anglian Water regarding their infrastructure on and adjoining the site.

See my response to Q14a. Having attended a recent Parish Council meeting (well attended, including our district councillor), I agree with everything the PC proposed to submit. Wicklewood's infrastructure is wholly insufficient with potential flooding and many other issues highlighted at the Parish Council meeting; and the site, including the new proposed allocation as well as the original proposals, should be removed from SNDC's list of preferred sites.

We support the original policy wording: Landscaping of the southern and western boundaries of the site, respecting the need to integrate the site with the surrounding open rural landscape, as well as the retention and reinforcement of the existing hedgerow along the northern boundary” and recommend that this be retained. The reference to retaining and reinforcing existing hedgerow should also apply to the southern boundary.

Following on from my objection to 14a the 14b extension for an additional 10 houses would further exacerbate the aforementioned issues and would abut the neighbouring land without a buffer zone causing more potential for flooding and disturbance to livestock kept in these fields.
The size of this development would add more than 10% to the total number of houses in the village, which would change not only what has been outlined as important views and landscape by the council previously but the entire character of the village. it would also put unsustainable pressure on the existing lack of amenities.

All of the issues that have been outlined for 14a would be even worse with the addition of 10 houses, the local roads are already busy at school run times and the addition of this number of family homes would put massive pressure on The Green and surrounding roads which are single track from the Wicklewood sign all the way to Morely.

The village requires better services for families and young people as well as improved pedestrian and vehicular access to the site: rural roads leading south to schools and A11 would need improving. Requires minimal loss of existing biodiversity and significant views over open countryside. Additional drainage issues, water course nutrient damage and biodiversity loss due to additional development requires credit compensating for in Wicklewood (for example a new green space/nature reserve?), not in a trade off scheme spent in a different part of South Norfolk. Ten additional homes adds to this potential effect on our environment.
This site I consider is potentially unsafe to access to and from for traffic to the south, to Wymondham college and A11. and adds to the volume of current traffic using this small poor road.
Access roads need to safely accommodate extra traffic and pedestrians. Any dwelling lighting and street lights on an estate of this size will be very visible to the existing homes along Hackford Road who currently have open unrestricted rural views and dark skies.
The extensive countryside views will be lost to some existing residents along Hackford Road and the proposed development would not be in keeping or in character with the main settlement.
Flooding and surface water problems need resolving.
Provision of activities for teenagers, the village has nothing to offer them and the bus service is limited to daytime hours only.
Additional development has to maintain and improve safety for walkers, cyclists currently enjoying rural roads.
To prevent further development of this proposed site within the current proposal resulting in compounded the above issues.
Loss of this open far reaching view will have a major impact on our beautiful, peaceful, rural landscape which is special for our wellbeing,. It keeps us in touch with nature and offers enjoyment of the open sky and sunsets. This is why we have chosen to live in this unspoilt rural environment which will be lost to all including new residences.
