In response to Question 1, in respect of the three defined ‘Objectives’ of ‘Meeting Housing Needs’, ‘Protecting village communities and supporting rural services and facilities’ and ‘Protecting the character of villages and their settings’, it is agreed that these are laudable aims and ones which Hopkins Homes would support, but as will be discussed further within our subsequent representations, without further amendment to the overall quantum and individual scale of development being proposed within the various Allocations of the Plan, it unfortunately appears unlikely that these aims will be met.

Representation Summary:

In response to Question 2, Hopkins Homes would suggest that all of the suggested criteria would effectively apply to any development proposals put forward within the District, and hence are all already addressed via the existing Development Management Policies proposed to be retained as part of the new Local Plan. As such, there is no need to seek to repeat their various requirements within this Village Clusters Plan.

In response to Question 3, in a similar vein to our response to Question 2, given the acknowledgement that the Development Management Policies DPD already seeks to address matters of ‘Design’, coupled with the recent plethora of design ‘guidance’ produced at a national level, it appears wholly unnecessary to try and produce any further design-based Policy within this Village Clusters Plan.
