No. The Plan is not in conformity with the Greater Norwich Local Plan. The quantity of development is unnecessarily high. The distribution of development is unsustainable and there is no reasoned justification for the Cluster Plan. There are no policies or measures which will ensure that those most in housing need will have access to the houses built. There is little point in tinkering with the objectives of this Plan - the whole concept is wrong.

We do not agree with the concept of a Village Cluster Plan. If there is to be a Village Cluster Plan then of course there should be a set of standard requirements to include reference to Conservation Areas, Flooding and Drainage Capacity, Availability of Services & Facilities. Access and Public Transport. We would assume these requirements to be a pre-requisite of any development.

We do not agree with the concept of a Village Cluster Plan. If such a Plan is produced there should be no need for a separate policy on design. There should already be a sound development control process, wherever development takes place. This should ensure that it meets the essential criteria of being of good design, to be in keeping with the local scale and character and of sustainable construction.

We do not agree with the concept of a Village Cluster Plan. It is delusory to imagine that giving land to private developers for their land banks will in any way help the homeless, single parents or unemployed / low paid people - they will only build houses they can sell. Until a multi-agency approach to housing is adopted then the problem will remain. Public and private sectors must be involved in providing a full range of housing tenures and types.

We do not agree with the concept of a Village Cluster Plan. The site proposed in Brockdish (SN4069SL - Land south of Scole Road) has been proposed without reference to information on flooding. The primary school is 6 Km away and well beyond walking distance.

We do not agree with the concept of a Village Cluster Plan. We agree that sites SN0385 off Church Road in Brockdish and SN0464SL off Mill Road in Thorpe Abbotts are both unsuitable for development.
