South Norfolk Village Clusters Housing Allocations Plan (Reg. 19 Pre-submission Draft)

Respondent: Mrs Patricia Thurgood

Legally compliant? No

Sound? No

Duty to co-operate? No

Representation Summary:

The over density of the plan will increase traffic onto an already dangerous bend in Beccles Road ; most of the cars exiting the new development will probably turn right towards the B1136. Crossing Beccles Road from my property (Poppyfields) can be tricky as vehicles are only seen at the last minute.

Change suggested by respondent:

Decrease the proposed number of dwellings on this site.

Representation Summary:

Improving the road system in the village to cater for further homes would put the road at risk of heavier vehicles cutting through the village, which is already a problem. The road has poor visibility with sharp bends to negotiate. The junction at The Green can be dangerous and to add further junctions on these bends at the proposed development sites would add to the danger along Hackford Road.
This proposed development would increase commuting (to work, school, college, shops, surgery etc) through and out of the village. The construction would also add heavy and noisy HGV traffic.

Change suggested by respondent:

A reduction in the scale of development to reduce the potential stress on roads. There is little employment and no shops, post office or surgery in this village meaning this proposed development and the smaller proposed development will increase road use to adjacent communities to commute and access their facilities.

Representation Summary:

This part includes vague ambitions to improve infrastructure, but nowhere is it mentioned how to achieve this in a sustainable fashion.

Change suggested by respondent:

Evidence is needed to show how good low carbon public transport services will be provided between villages which have been formed as 'clusters' and share facilities such as shops, surgeries, schools and other basic conveniences.

Representation Summary:

The following is my take on S. Norfolk Village Clusters Allocations Plan.
Doubtless more groups of housing are needed in our area. Due to age ( !) l probably won't be around when all this kicks off. However, I would like to emphasise the need for sensitivity when urban areas replace green spaces.
We all need good air and sensitive, relevant foot prints on the ground. Infrastructure needs to be put in place to be able to constructively introduce new communities to an area. Any development must be fit-for-purpose.
Please take into consideration the need for the following to be in place prior to introducing a population. This way there will be fewer "teething" problems to deal with.
Doctor's Practice; Dentist (mobile clinic?)Police presence; Inter- denominational/inter-faith, indoor space/facilities; public phone box; separate adult(l8+) and children's outdoor(-18) recreation facilities; bus service (min.hourly) to and from the area; ADEQUATE DRAINAGE !
