Village Clusters Housing Allocations Plan - Alternative Sites & Focused Changes (Reg. 18)

Respondent: Taylor Wimpey

Representation Summary:

This allocation would result in a total of 50 dwellings being allocated in Earsham.

It is a smaller parcel of a wider site that could come forward in the future. Therefore have planning benefits been missed by not considering the whole site?

This highlights tensions between the desire to support local services while also providing additional benefits. Unclear if additional benefits or infrastructure improvements will be required from these developments and piecemeal development makes these difficult to secure.

Have all of the alternatives been fully explored to ensure that the strategy is the most appropriate? For example, would allocating 50 on the whole site be better than separate sites in Earsham? No evidence this has been explored. Rationale behind allocating parts of sites must be fully explained in order to be "Justified".

Catchment numbers are low and could accommodate additional pupils, school has a confined site with limited classbases available. Improved cycle walking routes would need to be established to encourage safe and sustainable travel to school.

Representation Summary:

The properties surrounding proposed site are bungalows, so houses may overlook existing properties, and are not in keeping with this end of the village, bungalows may have been a better proposal, however additional traffic noise on a already busy road and property noise could be an issue. Houses may overlook present properties along this stretch of road. Services like doctors surgeries are already struggling with additional population from other sites in the area that are not finished yet.

No objection. The site is close to existing water supply and sewerage networks, and there is sufficient headroom at Earsham-Bungay Rd WRC to accommodate additional development in Earsham.

Respondent: Earsham Hall Estate

Representation Summary:

The site is located in a sustainable location and is ready to come forward for development immediately.
The Site was previously a preferred site, and would serve as a new gateway to Earsham from the west. The other allocated site is well separated from the site, minimising impacts of the two allocations potentially being delivered simultaneously.
A footway link into the village can be delivered from the site. The landowner is currently instructing the required technical advice to confirm the final design of this link.
Suitable vehicular access can be achieved, with the 30mph speed limit to be relocated west.

Representation Summary:

Yes. The site scores highly in the Sustainability Appraisal and has been received favourably with all consultees. Utilising typical mitigation measures there appear to be no site constraints which would rule this site out for development. Initial Concept and Highways Plans have been prepared by Clayland Architects on behalf of the developer and demonstrate the Highways Mitigations can be achieved. Please see attached. This would include extending the 30mph zone, Traffic Calming/Village Entrance Feature, Roadside Footpath to Village and Crossing Point. These mitigation measures are continuing to be developed and we would welcome further discussion on this.

Yes, the site should be allocated for housing as it is well situated to village and would form a natural extension of the existing housing pattern. The site has clearly defined boundaries and would visually integrate with the built form of Earsham Village. This would be further enhanced by a landscaped scheme with open space and tree planting areas.
The site is being actively promoted and initial pre-development enquiries show a viable scheme for housing could be readily achieved.

The 1.4 ha site could be developed in a way to ensure future growth is not ruled out should it be required to secure long term benefits to the village. This would represent good planning practice and align with the population growth trajectory.

Village Clusters Housing Allocations Plan - Alternative Sites & Focused Changes (Reg. 18)

Representation ID: 3694

Received: 04/02/2024

Respondent: Earsham Parish Council

Representation Summary:

Earsham Parish Council’s response to the Regulation 18 consultation highlighted the many issues faced in the area with flooding throughout the village, also in that response was the Parish Council’s thoughts on the SN0218 allocation – please see the previous response submitted in July 2021.
Since the last submission, when parish councillors did not have any strong views on the site, there has been a parish council election in 2023, which has meant a change of council and not all members agree with this proposed site now. The main comments for Q9a are in the summary.

The junction from The Street, Earsham onto the A143 is already extremely dangerous. The addition of 25 dwellings means at least 25 more vehicles needing to use that junction on a regular basis which in my view will only decrease the level of road safety on the A143 not only to residents of the village but also passing traffic to a point where Highways would be obliged to consider substantial improvements to the A143 to maintain legal safety requirements.
