Whilst Thurlton Parish Council agree with the principles of the Core Objectives, the preferred sites do not appear to match up to these ideals. Many sites are seeing housing density proposals (ours included) which would undermine objectives 2 & 3.
Objective 1 talks about supporting “Self-Build”, generally within existing settlement boundaries, which is a far more sustainable and long term benefit to the community, as the developer has a vested interest in the protection of the local area and environment.

Thurlton Parish Council do not agree with the concept of a Village Cluster Plan. Each village is a small environment and each needs to be considered in its own rights, applying “one size fits all” policies on developments will inevitably lead to poor design, not in keeping with the existing form of those villages.
Every application needs to consider Conservation Areas, Local Wildlife/Ecology, Flooding and Drainage Capacity, availability of Services & Facilities (including access to GP’s and Dental surgeries) , Access and Public Transport as a matter of course.

Thurlton Parish Council do not agree with the concept of a Village Cluster Plan. Each village is a small environment and each needs to be considered in its own rights, applying “one size fits all” policies on developments will inevitably lead to poor design, not in keeping with the existing form of those villages. Many sites are seeing housing density proposals (ours included) which will lead to poor design through overcrowding to maximise developer profits.

Thurlton Parish Council do not agree with the concept of a Village Cluster Plan. The housing mix does not take into account the actual types of home that need to be built – more often they are building large(r) houses which are still out of reach of the very people the policies are supposed to help. As long as housing is only being built by private sector developers this situation will continue.

Thurlton Parish Council are confused by the statement in the paragraph on Thurlton “The Settlement Limit includes the main built form of the settlement.” The proposed site (SN0149) is OUTSIDE the existing development boundary for the village. As such we do not support the changing the existing development/settlement limit.
Under the GNLP, Thurlton has already provided 250% of the proposed allocation (GNLP requested 12 properties, the eventual development was 30 ). Adding a further 15 properties will have an impact on the services available – the nearest doctors surgery is 4 miles away in Loddon and buses are infrequent.

We do NOT support the preferred site for development.
Access to this site would be via the existing site (of 7 not-yet-built Properties ), increasing traffic flow onto Beccles Road which has already seen an increase after the Blacksmiths Gardens development was completed.
The proposed density, of 15 houses +7 with permission, would create a mini-estate of similar proportions to the new Blacksmiths Gardens (under GNLP) but situated on a site a fraction of the size. The proposed site is on a hill which sits around 3-4 metres above the surrounding homes.
