My client (Orchard Homes) support the allocation of site SN4045SL within the context of the VCHAP. The site is suitable, available and achievable for the reasons outlined within this supporting statement (submitted alongside this representation as a PDF) in addition to the evidence base documents that have informed the preparation of the Reg. 18 consultation draft VCHAP.
My client is willing to work with Officers of the Council in developing an appropriate policy for the site as part of the VCHAP process moving forward to adoption and in the form of a ‘statement of Common Ground’ or similar.

1 Extra traffic and new junctions near the school entrance which is between bends on Hackford Road.
2 If school needs to expand due to extra houses where can it expand to, sites either side of the school land will be used.
3 A safeguarding issue for the children of the school, the school must be consulted

My main objection is the additional traffic on an already dangerous corner. The pavements and road is narrow and calming measures / crossing are already needed for a busy school. The school is also already very full with stretched resources as are all the local schools in the area and yet more houses are continually being built. There are currently no new plans to increase doctors or dentists to service this increase in development. The field is part of the rural nature of the village which continues to be slowly eroded.

This site is on a fast and very dangerous bend. Making that area so near to the school with poor site lines for children and parents exceedingly hazardous. I collect my grandchildren from the school and know first hand how busy Hackford Road can be and how fast vehicles travel on that stretch regardless of the bends. Wicklewood is a beautiful village the green centre is its heart, the area that defines it, putting houses there would destroy it. Making the area by a school even busier, absolute madness. Think again before a serious accident is caused by poor planning.

The site is open meadowland and provides a valuable open break which adds to the rural character of the village and should be preserved. This open break also provides open views of Wicklewood Church.
Access visibility onto the C166 is limited due to sharp bend in the road and is very close to the school crossing.

It establishes a new housing development in green fields on the south side, whereas nearly all residences are on the north side. An urban sprawl to me, which is only its beginning.
The location is situated on a dangerous bend, with restricted viewing near a school, which surely can not be safe.
Long term, it would limit future expansion of the school, and create an additional road hazard in a rural location, and it is noted the school is already at capacity. There are also no shops in Wicklewood either, so all retail purchases are "imported" by road.

Road safety is again the main concern behind any proposed development. The only access will be via Hackford Road on an already dangerous stretch of road.
The same argument applies re the lack of infrastructure in the form of shops or access to medical care. Where will these patients register? The local surgeries and dentists are already full.

Inclusion for limited growth already exists, current permissions for 23 dwellings, the addition of further dwellings brings no benefits to the village at all.
Development should take place in more sustainable locations than Wicklewood
This site, in effect is back gardens of houses/Milestone Lane.
South norfolk is consistent in Wicklewood setting precedents/refusal of back garden development/especially outside the settlement boundary which this is.
These refusals/precedents are a matter of record.
It is not fair/proportionate on a small village/oversubscribed school/land new housing in Wicklewood because South norfolk is trying to meet demand/targets from elsewhere in the District.

SN4045SL, Land south of Hackford Road. Developing this site will have an adverse effect on the look and feel of Wicklewood. Also, given the extreme nature of the road with its dangerous bends before and after, it would be impossible to create a safe entrance and exit from the development.
Additionally the school's playing field, which adjoins this site, had to have land drains recently installed to deal with standing water therefore it is possible there is a drainage problem.

Access will Only be available on to Hackford Road adjacent to the school. Adding further danger to all road users particularly at school start and finish times.
Access will add to traffic entering leaving Hackford Road on what is already a fast double bend on which road regulations are abused by a high proportion of drivers.
Overview Objection: At a time when we should all be reducing road usage, resources and consumption, developments that naturally increases pollution, noise and cause more danger are unnecessary. 80-100 new residents plus children here opposes legitimate credentials.

The parish council believes that an estate development like this in a small village will alter the whole character of the village which has previously developed by small developments which are more easily integrated into the community. The parish council would support smaller, infill, road front developments which would be better integrated. At school drop off and collection it’s extremely busy, this would make that much worse.

Can you please note that the mushroom farm closed and somewhere also g the line permission was granted for that site to be used for small industrial industrial units which need big lorries up and down the Church Lane and High Street for access (not particularly easy access or appropriate).

I fully support the development of this site as it will breathe new life into the village and provide employment for local builders. Wicklewood needs new houses also affordable housing for younger village residents to be able to remain in the village when they purchase their first property.
This site would be least disruptive to the village, traffic will easily access Wymondham/Norwich without putting undue pressure on the High Street or surrounding lanes. Also near to a bus stop promoting green travel.
I would request the developer provides traffic calming measures and drainage enhancements to improve road safety and drainage.

Outside Settlement Limit (seeQ155). SNDC policy "no more than 12-25 homes on any site(s)". Flash-flooding risk. Others have identified scope for abuse of plans as lacking definition. Parish Council opposes development beyond the existing SL, that proposals imply. Opportunities exist for infill.

SN4045SL proposal for 12 houses would fail the objective to ensure the scale and density of new housing is well related to the character of the village. Current housing is spread out and the proposed density of housing does not blend into the current environment.
The country side is valued by its residents and supports the rural location of our village and wildlife.
The road is extremely busy with frequent heavy vehicles passing through. This proposal would endanger people crossing the road and increase traffic. This area is set on double bends which is already dangerous to cross.

Furthermore access to this site would only be available from the Hackford Road adjacent to a primary school and a double bend. Increasing traffic joining the Hackford Road next to these is in my opinion irresponsible.
The development is on rural not brownfield land and so would have an adverse impact on wildlife habitat.

As with the previous site , increased traffic on to Hackford Road , next to the school , must be unsafe . Also , 12 dwellings on a relatively small site , seems excessive . Giving permission for either of these proposed sites must be contradictory , as there are no existing residential buildings on that side of Hackford Road . Maybe a traffic survey on this stretch of road would reveal the increased flow and speed of traffic , without a willingness to increase it !

This option is potentially dangerous, opening as it will, directly, on to Hackford Road. It does not infill so much as destroy the open aspect of the site.
This very fast double bend has seen accidents and is clearly likely to see many more with this proposal.
It is a very small parcel of land for so many dwellings inclusive of the access road and footpaths/parking etc.
Light pollution and disruption to the School for at least two years (as a busy, noisy, muddy building site) will be detrimental to children's learning.

The only entry and exit is from Hackford Road. This road is a very busy road, as it is a short cut from Hingham and Watton to Wymondham A11. The position of the turning is in the middle of the 2 blind bends. Traffic using this road pay little or no attention of the speed restrictions. The road was never built to take this amount of traffic which includes HGVs, because of the bridge height restrictions on B1135. This would also put pressure on the already busy school, especially at 3pm, when children and parents emerge straight onto the road.
