Wheel Road, Reeders Lane and Burgate Lane are only single track with very tight bends. Access to the A146 should be considered carefully as this would be the route to Norwich. A two metre wide pavement will be provided along the southern side of Wheel Road to connect into the existing pavement to the school. The development will include an overflow car park for the pub to be transferred to them after completion.

In order to address some of the concerns raised by local residents on the potential development of this land, FW Properties confirm the following;
• The new dwellings will be served by two new private accessways on to Wheel Road only.
• The new properties will be set back from Wheel Road to minimise the effects of the new development on the existing houses opposite. The scheme will be based upon a similar design approach to the FW Properties' development off Cooke's Road in Bergh Apton for 11 houses which was completed in 2018.
• The scheme layout will reflect the advice of our highways engineers in relation to widening the stretch of Wheel Road in front of the two new accesses to 5 metres (together with a 2 metre wide pavement) and to achieve the required visibility for the two accessways on to this road. This will result in the removal of some of the existing hedge along Wheel Road - a new mixed species hedge will then be planted along this section of the frontage. It is our intention to retain as much of the existing front hedge as possible.
• A drop kerb is proposed to the northern pavement to the east of Fortune Green to provide a crossing point for pedestrians to the new pavement proposed along the southern side of Wheel Road - this will connect into the existing pavement in front of the pub that runs alongside Wheel Road to the village primary school.
• FW Properties are proposing an overflow car park for the Wheel of Fortune Pub as part of the development of this land. This will help to prevent patrons from parking their cars along the verge of Wheel Road during peak times. The freehold of this car park will be transferred to the pub once it has been completed. This will be based upon a very similar design to the gravel car park developed for the village primary school as part of our previous Alpington development in Wheel Road.
• The development will include some additional soft landscaping on the strip of land immediately to the south of the existing front hedge to further reduce the scheme’s impact and will also have a mixed species hedge and post and wire fence along the whole of the boundary with the land to the south which will remain as arable/grazing land.
• The existing ditch and the mature hedge which runs alongside the eastern boundary of the land (which is shared with the pub) will be retained. There will be a landscaping buffer between this hedge and the new overflow car park to reduce the impact on the pub.

There is a County Wildlife Site to the north of the site, whilst it is not understood if this currently benefits from public access (formal or informal), any increased pressure of nearby development should be considered.

FP11 is immediately north of the site and consideration should be given as to whether a crossing point would be required to facilitate access to the wider countryside from the development. It is expected that the development could increase footfall and recreational pressures on both FP11 and FP9.

The Site is immediately adjacent to the settlement boundary but will infill a current open space between existing isolated dwellings, the scheme should be designed in such a way as to be sensitive to this.

Entire loss of the hedgerow and trees to the frontage of the site along Wheel Road would be unacceptable and consideration will need to be given as to what would constitute an acceptable loss for highways access and visibility splays. Any losses would need to be suitably mitigated, likely with mixed native hedgerows.

These houses would inevitably attract young families who will want to use the school. The school cannot cope with all the children travelling in from surrounding villages (mainly Poringland). Our lanes are narrow with blind bends and totally unsuitable for the rush hours of carrying children to and from school especially when the parents are late. Make sure these new children could attend our village school.

We recommend that clear and robust policy wording with respect to hedgerows/trees is included in this policy, such as the following: ‘The developer of the site will be required to ensure: ‘Protection of the trees and hedges on the site boundaries…’ . In exceptional circumstances only, where the developer has demonstrated that removal of any part of a hedgerow or a tree/s is absolutely unavoidable, then the policy wording should clearly set out high expectations for compensatory planting sited so that the existing ecological connectivity is not reduced. We recommend that policy wording should also require robust compensatory planting (delivering at least 10% Biodiversity Net Gain, regardless of whether the site is exempt from the mandatory national BNG requirements and also maintaining any ecological connectivity that the original habitat provided), include reference to mitigation measures and ideally reflect the updated biodiversity duty required in the 2021 Environment Act to have regard to the enhancement of biodiversity.
