• There would have to be substantial works to the existing sewage system for the increased flow/demand – this possibly includes increased bore piping and additions to the sewage works – this would have to include downstream facilities otherwise the lower village will suffer more overflow – this happens now as the existing system’s capacity is already exceeded
• Substantial and sustainable arrangements would have to be included to ENSURE that there are no run off issues for the surrounding existing properties. The current Lessors/Lessees of the playing field already have a responsibility to ensure the surface water run-off is controlled and this responsibility will increase manyfold. At times over the past 20 years the fulfilment of this responsibility has been found to be wanting
• The exit from the new development will cause a busy staggered junction which is over run at School times. Visibility is already a problem and this new arrangement would add further issues, the solution would have to be traffic control which would not be welcomed by the village.
• There are a number of elderly villagers who walk their dogs around the playing field at the moment and the additional distance of the new proposed site for the field may become an issue so an area of grassland at the front of the development would be required. The absence of such facilities currently enjoyed may increase the incidence of soiled pavements – shouldn’t but reality is that it will.

In order to address some of the concerns raised by local residents on the potential development of this land, FW Properties confirm the following;
• With regards to surface water drainage and flooding, the development of this land will provide the opportunity to address the current flooding issues which are occurring on the playing field and in some of the properties around this land. Our drainage engineers have reviewed these issues and the local Flood Alleviation Scheme and have confirmed that these can be addressed and improved by the new development. The landowner of the site has previously worked with the Council in providing a surface water drainage area for this part of the village on his land to the south of Chapel Street which would be enhanced as part of our overall drainage strategy for our site.
• FW Properties are liaising with Anglian Water to ensure that there will be capacity in the foul drainage system for this development.
• With regards to the development of the new village hall, we have held initial design and specification discussions with the Village Hall Committee. It is agreed that the new building would be similar in size to the existing hall and we envisage working up this specification with them in more detail once the planning policy has been further advanced.
• We are using the existing football pitch and playing field as the benchmark standard required for the new facility.
• Our delivery strategy for this project assumes that there will be continuity of operations for the village hall and playing field so that the new facility opens at the point when the existing hall is closed. Our programming therefore assumes that the early phases of the project will include the community related works which will be followed by the completion of the new housing.
• FW Properties have prepared our viability analysis for this project which is based upon the planning policy requirements and current build costs. This appraisal confirms that a development of circa 30 dwellings with a replacement village hall and playing field would be a viable project.

If the current playing area were to be used it's essential that the facilities are replaced before building commences. During the building period a safe system must be in place for the dropping off and collection of children and access to the Wymondham school bus, The play area must be available at all times. Green space for dog walking and children's play must be provided throughout the building time.
Noise and pollution areas should be addressed for the local houses.
This area floods so account of that must be made during the building period with financial address available in the period following if the plans don't work.

The Yare Valley County Wildlife Site is situated to the North of the site, and whilst not immediately adjacent, due to the public access to part of the CWS, it could be assumed that residents would seek out this location. The increased recreational pressures on the CWS should be considered, especially if informal access exists through the wider CWS which may be less monitored.

The Site constitutes an infill between two existing settlement boundaries, and therefore must be designed taking this into consideration.

Roadside trees should be retained to preserve the street scene and landscape of the village.

A tree belt runs through the middle of the site which appears to first show on 1988 aerial imagery, this now appears to be quite mature and substantial in nature and efforts should be made to retain this where possible. There is also extensive boundary vegetation including mature trees which should be retained.

Barford and Wramplingham Parish Council wish to submit the following specific requirements for inclusion in the allocation policy:

1) The size of the proposed development in conjunction with the preferred site VC BAR 1, and any others that are approved, must be limited to 20 houses or less.

Reasons: Development of this site is unacceptable if the preferred site VC BAR1 (potentially along with SN0552REVC) is developed to the full. It would be entirely disproportionate for Barford to have to expand by 70 houses or more. We understand that the VCBar1 site owner is not intending to develop the site and question the validity of that allocation. Development should involve investment in appropriate, guaranteed, drainage management systems for both the new housing stock and the remaining pitch and new village hall to ensure that run-off does not add to the flood risk for Barford and Wramplingham. This should include improvement of the Barford Flood Alleviation Scheme, within the village, it's drainage to the river Tiffey and the passage of flood water past the confluence with the River Yare, which occurs within the Parish.

Furthermore, we have little confidence in the ability of SNDC, Planning, Anglia Water, and Developers to address the great conundrum facing Barford (and Wramplingham), that of flood risk exacerbated by run off from new developments, and climate change. Therefore, unless sufficient investment is made to mitigate this risk meaningfully (for example, assessing and extending the buffering capacity of the Barford Flood Alleviation Zone to carry extra water from a new development), and for the open field areas to be sufficiently drained via the scheme to prevent water accumulation in and around properties surrounding the SN6000 site, we deem the development unacceptable. Failure of any mitigation strategy should be indemnified by SNDC.

2) The Barford sewage system should be upgraded / improved to ensure that no foul water is allowed to pollute people’s houses, gardens, and the road. Failure of the system should be indemnified by SNDC.

Reasons: We are not confident that Anglia Water infrastructure will handle extra foul water from such a development. During heavy rainfall, sewage regularly washes out of manholes, either in gardens, or in the road. Some residents are unable to use showers or toilets at such times. This is despite over a decade of complaints. Building new developments upstream will be hazardous for those downstream.

3) The types of new build, their locations, and the promise of a new village hall and pitch should be described in detail, understood, and agreed throughout the Communities of Barford and Wramplingham, by an appropriate formal process, and should expect to include transfer of ownership of the freehold of the new village hall and pitch area to the Village Hall Committee. The Village Hall Committee should not be pressurised into relinquishing the current lease until such agreement has been reached.

Reasons: the Village Hall committee holds the lease for the current village hall and the playing fields. We understand that there is no legal requirement for the Village Hall Committee to relinquish the lease at this time, and it is in the interests of the local community that the Village Hall Committee uses the lease ownership to ensure the local community receive a fair deal.

4) We wish for a full traffic load and traffic safety evaluation to be carried out to ensure that the extra vehicle movements are not going to overload the junction between Cock Street and the B1108, and to ensure safety of residents and children in Chapel Street.

Reason: The junction between Cock Street and the B1108 is on a deceptively dangerous bend. Many residents have reported "near misses" when attempting to turn right into the village from the B1108. In Chapel Street, traffic currently struggles to move along the street at all during school drop-off and close and this is likely to be exacerbated.

I do not believe the site should be allocated for development, but in the event that it is allocated, the following requirements should be set out in the allocation policy:
1. In order to preserve the link between village hall, playing field and play area, the development should only be permitted in the alternative field offered by developers at the parish council meeting on Tuesday 19th December (field to the rear of playing field/current proposed site).
2. The sewage and drainage systems should be updated, and should be indemnified by SNDC in the event of failure. Given that adding additional hard standing will impact the flow of water, and this new flow is currently unknown and unpredictable, this indemnity should apply to all houses in the village. Diverting water into existing ditches is not a suitable solution as they are already unable to cope, even when maintained.
3. Any development should be limited to 20 houses. In the event that the initial site is allocated and continues to be the preferred site for development, only bungalows should be built alongside the fences bordering existing properties on Chapel Street.
4. The new village hall should be built in full and handed over to the village hall committee before any residential development can commence. The freehold for the village hall and playing field must be granted to the village hall committee in perpetuity.

1. The foul water network has not coped during heavy rain since we moved here in 1989. Adding more houses has incrementally made it worse. Anglian Water are still trying to solve the problem. Over the last 15 years, sewage flooding has moved from our neighbours sitting room to our back gardens. Recent mitigations have resulted in sewage in the street and our front garden, which is higher than the front door ... so we need more sandbags.
2. "Much of the central part of Barford forms part of the Barford Flood Alleviation Scheme which helps to control flooding in the village" Correct, but there is insufficient thought, planning given as to how the water exits the scheme to the River Tiffey. There is only one route, through a network of private ditches, not all well maintained. They are privately owned, not accessible by digger and largely have to be hand dug by ageing landowners.
3. Barford is built within the confluence of the Rivers Yare and Tiffey and flood water OR the capacity for flood water backs up from there into the built up area. Immediately downstream are the flood defences for Norwich and their capacity needs to be factored in too.

Significant attention to be paid to Flooding and flood risk, not just for this area the surrounding areas as a consequence of covering land that currently absorbs surface water, in non-porous tarmac.

The impact on the community cohesion should also be seriously considered - this space is integral to the communities of Barford and Wramplingham and used daily by the villagers.

With VCBAR1 already ear-marked for development, additional dwellings anywhere in Barford would be excessive and significantly increase the percentage of houses in the village - and further overwhelm the local services (ie. Suggest a policy requirement is included in the policy: “Early engagement with Anglian Water to ensure that there is adequate capacity, or capacity can be made available, in the wastewater network.”

If this site is allocated, I request that the communities of Barford and Wramplingham should be formally consulted (and have some say) to ensure a design and layout which maintains the Village centre, a hall and playing field, and avoids the construction of a domineering development out of keeping with the rest of the village. Drainage should be invested in to guarantee avoidance of flooding and sewage pollution within Barford and Wramplingham.

I oppose the allocation of the site for development; however, if it is approved, specific conditions should be included in the allocation policy:

Development should be confined to the alternative field offered by developers during the parish council meeting on December 19th, preserving the link between the village hall, playing field, and play area.

Upgrade sewage and drainage systems, indemnified by SNDC in case of failure. This indemnity should apply to all village houses due to the uncertain impact of additional hard standing on water flow.

Limit any development to 20 houses. If the initial site is chosen, only build bungalows alongside the existing properties on Chapel Street.

Complete the new village hall before commencing residential development, with perpetual freehold granted to the village hall committee for the village hall and playing field.

Preserve the play area with safe access throughout the development.

Mandate substantial additional parking for school runs, with restrictions on Chapel Street parking causing traffic issues.

Implement traffic calming measures on Cock Street and Chapel Street, enforcing speed limits strictly.

No removal of trees should be allowed.

Develop the site in harmony with the village aesthetic, ensuring unique designs for houses to maintain the area's character.

Include a provision preventing further development on the site in the future.
